Close the month against your Anthropic and OpenAI bills.
Your providers send one figure for the whole organization. Token Controller adds up every token entry until it equals that figure, then locks the month and hands finance a cost sheet.

A period is one calendar month. A controller closes it once the bills are in.

Check the bills
Bills from Anthropic and OpenAI arrive by their admin APIs. Any other provider's bill comes as CSV or is typed in.

Look at what is open
Organization overhead that belongs on a project, late token sheets and, with approval on, token entries nobody has approved yet.

Send back what is wrong
Reject a token entry to the person who answers for it, with a reason.

Close
Token entries and residual add up to the bills. The period locks and keeps the price table it was closed with.
Numbers finance can rely on.
Every figure says what it is
Billed, a list-price estimate, or an unknown model. Nothing unknown is shown as zero.
Corrections after the close
A closed period does not change. A controller posts a signed adjustment instead, and the cost sheet shows it.
No login for finance
Hand finance the cost sheet as a link or as CSV. Seats and other flat fees stay off it, and finance books them as before.
