Every token entry has exactly one agent manager. People carry tags such as their team or department, their token entries inherit them, and reports total by any tag.

A token budget is a plan
It never stops an agent and sends no alert. Your provider offers spend caps if you need them.
People see their own cost
Each person sees their own cost. People managers see cost per person for the teams or projects they are assigned, with no mode that hides people.
Review comes first
People review their own token entries and confirm the summaries before they submit. Full transcripts never leave their machine.
